Biloxi, Mississippi, is about 40 miles east of Hurricane Katrina's landfall. It had been badly flooded and nearly destroyed by Hurricane Camille in 1969. Many homes were rebuilt at levels which would have protected them from the storm surge of Camille. Katrina's storm surge was higher and flooded many homes that survived Camille, including the home of Jefferson Davis. There are several theories as to why Katrina had such a large storm surge for a Category 3 storm, including that the levees on the Louisiana coast funneled the water toward Mississippi, and that the lost of sand and barrier islands off the Mississippi coast allowed more surge to build.
